Back to the issue raised by OP:

1. If his "friend" used a CDP which was provided by the bank to its customers for use by its customers, he should speak with his bank.
2. If he found the CDP elsewhere and assumed that as a banking customer who might have been entitled to use some other code, that he was entitled to use this code, then he's just one more fraudster to Hertz.

Some very specific details here would be helpful. Beating around the bush with terms such as "member" doesn't really help.
