I don't know what the spend is, but I'm certain it's well under $1 million a year. One day, an Amex business development rep showed up at our office unannounced to introduce themselves. They knew all of the details about number of cards, spend, and even how many MR points we had, and said that our spend was in the top x percentile of Amex business cards in the area. They were touting other products that we might be interested in, such as business loans. The relevance here is that they definitely have business development people for the business card products, and they will proactively reach out to you at some point once your spend gets their attention.
Yes - this is absolutely correct. You do not need to spend 5 million a year in order to get a biz dev rep. I was speaking as it relates to a clear and direct path (and/or) natural progression to business centurion. 5M is the barrier to entry into their Tier1 Program, and 10M is the barrier to entry for getting the rep to submit the request.

Unfortunately we all know they don't outline centurion eligibility as clearly as Tier1
