I have checked a bag more than 4 hours before departure once at YYC. I had a loop in my routing, just like you with YUL. Basically YYC-YVR-YYC-YWG, and they checked it for just YYC-YWG before I departed to YVR.
YUL is much better equipped to handle bags than YQB, so assuming you were flying YYZ-YUL-YQB // YQB-YUL-YVR, I'd ask at YYZ if they can check it YYZ-YUL-YVR. You'd definitely need a competent agent, but it might work.
