OP, sounds like you've made the decision to rent a car (and that's a great option).
Just to add to your options, I had been looking for luggage storage in a different city, and came across a site called bagsaway.ca and it appears there are storage options in Quebec City as well. (Note I've never used the service as I found luggage storage elsewhere.)
