IMHO, THAT IS THE ISSUE.
For example,
A-xB-C (no availability married segments)
You book D-xB-C (availability, so you get D-B and B-C segments confirmed)
Now, you want to change segment D-B to A-B. You have availability of A-B, but not for A-xB-C.
This scenario is evasion of married segments booking control of airline.
Some airline (e.g ANA) charge penalty to travel agents which do this type of evasion.
