I have sent the following e-mail to BA and received full tier points:
"
I originally bought an economy ticket to flight AY 21 from Helsinki to Delhi on 07APR2015. I bought an upgrade to business class later. I was awarded only 35 tier points instead of 140 I should have gotten for a business class ticket. Finnair terms and conditions stated that only Finnair Plus points would be awarded according to the original booking class. As a member of Executive club and not Finnair Plus, I should receive business class tier points."
