I don't understand. Why do you want to involve STEBs (tamper-resistant bags)?

Australia has limits on what you can bring in duty-free. As long as you meet that criteria, you are fine.

STEBs are to assist in security checks. They don't have anything to do with immigration. I don't know of any country that changes their duty-free allowance based on STEBs.

Forget the STEBs, can you elaborate on what you want to actually accomplish? We can probably help.
