Not really a lagoon but just calm seas. Koh Adang offer finer sand than Koh Lipe but there isn't anything on Koh Adang other than one resort/camp site (most people make a day trip from Koh Lipe. IIRC it was 100THB oneway on a long tail boat taxi). If you only want a beach with fine sand, there are plenty of beaches around South East Asia that'll satisfy that criteria, just avoid Bali, Phuket, Koh Samui, Krabi if you want to avoid people.

For that you should take a peek at Koh Wai, a little island near Koh Chang. In my research Wai kept coming up as a quiet, rustic little island place with great beaches and crystal clear water.
I thought of going to Koh Chang but it seems rather tough to get to logistically from BKK.
