The punishment for that should have been a 20 year ban from flying, in addition to 500 hours of community service.

Hell, to make it really fun for the thieves, if they were flying out I would allow the to depart then put them on the No Fly List as soon as they landed at the destination, of course this means no plane travel but in the US it also applies to trains. Hopefully, its an overseas or continental flight. Once the get off the steamer ship or Greyhound, I would have them arrested on the spot, even before they got home.
