We got upgraded to a suite at HR TST HKG but it was a lower floor with not a great view. No upgrade at HR Tokyo Shinjuku.

My question is this: if terms say “Upgrade to best room, excluding suites” and there are “best room[s], excluding suites” available for booking, why are Explorists not being upgraded to them?
