There are a couple of factors in play:
  • PIT has a large base of OneWold members as an ex-USAirways hub.
  • The state of Pennsylvania provides a lot of financial support to incentivize new international service.
  • PIT has demonstrated the ability to support several international flights for a longer period than CLE.
  • PIT has much better FIS facilities and is investing in a new terminal.
  • Pittsburgh has a better overall regional economy and better governance than Cleveland.
