I think they just need the account owner to not have any stays during the 40 days period and few FDA at few Marriott hotels that cooperate.
Definitely need multiple FDA at different hotels (preferably in 1 timezone) that willing to do this.
Or judging from the price, they making real booking at $30/ night hotel and checking in the members without they actually being there (and add 10 night from 1 meeting)
It would be interesting to check these bought account history .... all stays at 1 (or couple) similar hotels
