Ok, contract ground crew is responsible for this. Who's responsible for the ground crew and which company did I have a contract with, Rouge. Rouge is looking the other way on this so I don't agree. You see very little of this on mainline, Jazz or Georgian. They know better and get slapped if caught being lazy when reported.
