In my experience prices are lower for business class if booked far out. I have also seen better pricing with stays over 15 days. Occasionally you will also see specials around the holidays to Europe. Usually the booking window lasts until the end of the 1st week of January, after that prices usually increase.

CAN be. I will be flying non-stop between Denver and London in June/July. I began tracking the flight using Google flights 330 days out. The fare started out around $5,000. When the fare dropped to around $2,500 (144 days ago -- 233 days before departure) I bought. See the attached Google flights chart. The fare has been on a roller coaster ride since then.
