For the crew ratio to be the same (or similar) there would need to be two dedicating FAs servicing the "Premium Rouge" cabin on the 763. Is that the case?
It's admittedly been a while, but the last time I flew Rouge on the 763, there was only one dedicated FA in J servicing 24 pax. Compare that with the 12-14 J seats on most other AC narrowbodies, and it shouldn't be a surprise that service tends to be less impressive on the 763s (unless AC has recently upgraded the service / staff : pax ratio in J)
