They are for Polaris, that's why there is a curtain. And why they make the announcement to use the lavs in your cabin. Premium Economy is Economy.

On my flight yesterday, the FA's actually blocked PE pax from using the J lavs with carts in the aisle just inside the curtain. I strongly suspect that was an FAA violation, but appreciate their frustration if repeated warnings were not working.
