That is my understanding as well. And you cannot register a card for a third-party, except maybe a minor or under unusual circumstances.

Other payment cards now requiring registration may be able to be registered online, like the 7-Card (7/11) but I'm not certain. The 7-Card may currently only be "registerable" with a Thai ID. YMMV.

I guess the MRT card is not required to be registered as it cannot be used as a form of payment, for services other than the MRT?
