You can definitely try to exchange it at Tampa but since it's peak season there and coming from an HLE they might not be very helpful. I'd send a message to Hertz customer service through Twitter explaining the situation and they might proactively get in touch with you to arrange an exchange.
Reached out and was told to contact roadside assistance to get the vehicle exchanged. Thanks for the advice!
