We are going to Kobe with the bus immediately therefore it is better to be able to take the 16:55 flight.
Done a similar connecting itinerary before.
Domestic BP willl be issued. You won't see your checked in luggage until ITM.
You will have a lot of time until domestic departure.
Note that there are minimum food options after security in the domestic terminal, so eat dinner before clearing security (after immigration/customs) in Japan.
