I'd plan on arriving at least 15 mins prior to landing, park in the short term parking structure attached to the terminal, in a handicapped spot on the same level as the skybridge (Level 3?). Walk over and meet her at baggage claim. There's elevators up to the skybridge and over to the parking lot. I wouldn't count on a porter willing to wait with her curbside.
This is what I do when I have to meet my mother (non handicapped) at the airport. Sure it costs a few bucks for an hour of parking but it's a sure thing and no stress dealing with curbside traffic, possible flight delays, and airport cops.
