No it is because OS/LH expects/hope that they can sell seats in VIE/Austria in a higher booking class/at a premium because of OS direct service; whereas pax from Germany are expected to be prepared to pay less for traveling via VIE on OS because there direct flights to PVG from DE or good alternatives involving a transfer somewhere else than VIE.
