I might suggest that this could be a case of 'financial tightening'. An almost inedible fish curry is certainly cheaper to produce than a 'Sous-vide flat iron beef steak'.

I bet it was ex-DXB. The catering there is really headed south (to use an American idiom). Outstation catering is by and large better.
