The $0.015 value is received only if you book travel through Chase's travel portal operated by Expedia. A portal which many do not find satisfactory:

If you consider opening an American Express Platinum card you can increase the redemption value of the points earned with Gold and other cards.

Business Platinum offers similar returns ($0.0154/point), but read the Wikipost at the top of the thread to understand how it works:

Alternately, points can be cashed out at $0.0125/point if you open a Charles Schwab co-branded personal Platinum card:

American Express to Partner with Schwab. Applications online 3.21.2016.
