The T&C's are pretty clear on this point, and I've confirmed it at multiple hotels (because I hate buffets and typically never order it). I've only had ONE hotel claim I couldn't order from the menu and a call to the General Manager confirmed they were in error...
Interesting....I had a HR tell me last month that when their RC lounge was closed, I would get the breakfast buffet in the restaurant but the buffet price couldn't be used as a credit to order something from the menu (although they were giving Globs a 20% credit on all F&C in their restaurant and bar, so that would have applied). In the end, I lucked out and occupancy was so low (which was why the lounge was closed) that the only choice was (comped of course) breakfast from the menu, which was excellent. They were also quite generous about comping drinks and appetizers in the bar in lieu of the lounge happy hour offerings, so I can't complain at all (especially as the rate I had reflected the low occupancy and I was given a wonderful suite). In fact, I would eagerly take the same deal anytime, as much as I like this property's lounge offerings.
