I thought I have seen it (cash upgrade option for NRT-SIN from Y+ to J) offered at the transfer desk, but not certain.
I have never seen or heard of it on JAL. But can't rule out that there has been the odd occasion here or there.
ANA does it when the flight is overbooked, and they need to upgrade passengers. Monetization of the overbooking.
