Do you currently have someone nominated for that perk?
I seem to recall some nonsense / IT limitation about the AC system being incapable of having two different people listed for that perk (or possibly not even being able to nominate anyone until March 1 if you currently have someone listed, even if it's the same person you want to nominate), though I can't recall the exact details.
