This is clearly intentional (or gross incompetence). If people knew he amount they could ensure they hit the required amounts. This way people won’t get their status (ie fall short) and be forced to go without or pay ACs buy ups.
I can understand the cynicism but believe you're giving AC too much credit here. They're just being incompetent.
