An old Tier 4-5 certificate, which converts to a NC7, costs 150K more than an OC9, which converts to a NC6. If it were me and I had a choice between a NC6 + 150K in points and a NC7, I would pick the former. The only possible justification for a 150K difference is the ability to use a NC7 for a Cat 8 reservation booked before the end of the year. As margarita girl stated, nobody here has reported converting any OC to a NC7.
Current Cat 7 travel packages cost 60K more than Cat 6 ones. Since new travel packages are priced based on peak values and Cat 7 hotels cost 10K more per night than Cat 6 hotels, the differential makes sense. If MPG actually let someone convert a NC6 to a NC7 at 60K, holders of Tier 4-5 would understandably be upset.
