Meaning this is not preferntial tereatment to elites, this is designed to limit availabilty to AY gold, silver and basic.
If I'm seeing things correctly, the availability
temppa is seeing as a BA Silver is the same as the availability you're seeing as AY basic (screenshot on the left).
