UA and Lifemiles don't charge YQ surcharges for award travel on any partner Star Alliance carriers. A3 charges YQ surcharges for award travel on what seems to be most Star Alliance carriers and the YQ surcharges levied by A3 can be very substantial and enough even on economy class travel. I use most of my A3 miles for travel on the likes of SAS which has no YQ when using A3 miles for the ticket. For Star Alliance carriers with YQ, I tend to use my UA miles -- if booked way in advance -- or my Avianca Lifemiles miles.
A3's loyalty program is indeed a high YQ surcharge program.
