I tried calling Citi customer service, but it appears that they are not aware of this program at all. Took almost 30 mins to explain a reason for my call. The rep vigorously denied that Citi credit cards have any referral programs until she talked to someone else from another department, but they still weren't able to tell me how long it should take for referral emails to be sent out and if there is a way to track submitted invites.
