Not sure where you're getting the 7kg limit.
JAL's website says 10kg combined for carryon & personal item.
I've only flown a handful of domestic flights but I've never had my carryon weighed, nor have I seen anyone challenged at the gate. Maybe if it looks obviously overweight?
That said, unless you have something valuable/fragile to hand carry, I'd just check it in for a domestic flight in Japan, something I usually don't do in the US or elsewhere.
