I asked that at one point because that was my thought initially too - the answer I received on here was apparently it’s a way to ensure a bag will not be gate checked if OH Bin Space runs out and they’re already stopping passengers with bigger bags at the door or gate. So by removing the tag, you could theoretically have your small bag taken out of the OH Bin or taken from you as you board and gate checked.
