Yes it's possible to access from the highway by taking the off ramp past Ploenchit, doubling back to Sukhumvit and turning left. However short of going to Bang Rak and back there's no feasible way for a meter to be reading close to 400. And at that time of night why would anyone bother taking the highway to begin with?
