I believe that's the law, if the guests are not Japanese residents. You have to provide address when making reservation, at least on Japanese booking sites. So front desk knows whether to ask for passport or not.

Japanese booking sites ask for name of person making he reservation, and name(s) of guest(s) staying in the room. I made reservations for other people at some Japanese hotels and I didn't stay at the property. They had no problem checking in.
Not sure what your reward program booking site is like.
