I believe all hotel programs now charge this on award stays whenever such taxes are applicable. Have paid this type of taxes on IHG, Marriott, SPG, Hilton, Radisson. The only chain we have not used recent years is Accor's. Pretty sure they too, would charge it.
It would be interesting to know how corporate would handle it if guests pushed back, citing the terms and condition in the language which can be interpreted to read the points cover all taxes.
