The observation facility is an "upgrade," compared with the lack of provision for observers at Tsukiji, but I have a feeling that tourist numbers will drop off, as the location is harder to reach and the sanitized experience of observing from behind a window is less exciting. It makes sense, I guess. I don't think the authorities anticipated that Tsukiji market would become an item on the tourist trail.
