Yes, I know it is based on the stars assigned and it is charged at the property level.

At $5 is close to the 4 euro charged by Milan when the euro was at 1.5 to US$ time.

Bottom line is, many European cities charges the City taxes or Tourist taxes whatever name they want to give it, that is not based on room rate, but charged per guest per day. I believe all hotel programs now charge this on award stays whenever such taxes are applicable. Have paid this type of taxes on IHG, Marriott, SPG, Hilton, Radisson. The only chain we have not used recent years is Accor's. Pretty sure they too, would charge it.
