Been through ICN 4 times this year and it's never taken me more than 30 min to get landside. Song-do is close enough with the time frame you have, but Taxi will be the only realistic option for you to get there. Should take around 25 min and $15. Though I do agree with Mike to some degree about staying at the airport, I would personally still go out. Song-do is a beautiful city to walk and this time of year the weather is perfect in Korea. As for food nothing beats fried chicken and beer as a first meal in Korea for me, but there are plenty of other options including this awesome Crab joint I discovered on my last trip.
