It's informed speculation based on how the fares have been implemented at DL/AA/UA (Basic Economy is not eligible for changes and doesn't let you get complimentary elite upgrades) and the features AS is plugging that they will keep to make it better than DL/AA/UA's offerings (limited seat selection at the back of the plane, carry on bag).

Happy to be proven wrong, but if they don't yank things like upgrades and changes... how would they actually encourage an AS elite to buy up from cheapest fare?
