Happens all the time
I am a preferred member. Traveled hundreds of times with them. I ALWAYS communicate the full tank status and even mileage to facilities that don't use a handheld device. Many times I've had to go to front desk to fix if I received a receipt at airports, or call the help line if I requested it emailed. The phone conversation typically states how I "receive the benefit of the surcharge" to top off, and I have to request the charge removed. It's not usually that difficult, but it sure does appear like an attempt to fish for people who haven't the time or inclination, or didn't take notice of it. I see a lot of posters stating that it's the traveler's responsibility to ensure the charge isn't placed on their rentals (suspect insider response). I simply don't see it that way. I have receipts that show more fuel in the car than when I picked it up, and an attempt was still made to charge me a fuel service fee. It is the responsibility of any corporation to ensure no unauthorized charges are made to customers for services not provided. If anyone was paying attention to this practice and cared enough to investigate it, I'm sure it meets legal threshold to put a stop to it. Just always be on the lookout for it. It will happen. It happens with Budget also (same company). I'm sure if I traveled enough with other agencies a similar occurrence would happen there. For now, it benefits me to stick to the agency where I have the highest status, for now. We'll see what the future holds.
