At E9 you are almost certain to get on if they are selling at least 9 Basic Economy seats still. Only issue is some form of IRROPS moving people to that flight. Call and be put on the list now, no point in waiting.
E9 doesn't really mean anything. There's a dual inventory check with E fares and there has be both inventory in the E fare and the underlying booking class to book an E fare. Flights can be E9 with only a handful of actual seats available. There's no actually E fares bookable because there's zero inventory in the underlying fare buckets for the E fares (plus they usually have advance purchase requirements).
