No idea why...bang up job on creating seamless inter-connectivity.
Re-add your two Visa cards and try again? Though if you already ended up getting an Oyster card, this might not be worth the trouble until your next trip.
(BTW the Costco Visa itself can be tapped at regular stores. Might work on TfL too.)
