It's nice to see them not gouging customers who don't have time to refuel anymore, if I'm remembering correctly.
Was it a corporate rental or CDP? When I rent for business the fuel rate is similar, around $.14/mile or equivalent per gallon, and my company tells us not to take time to refuel because the cost is the same. I imagine it's a negotiated item in the CDP contract. This is when renting for business; I can't remember if when I use the same CDP for a personal rental (which is allowed) the fuel rate is the same or the normal high pricing.
