I may be wrong, but I think guests are legally required to register their (real) name an address, while there is no requirement to register nationality, so registering under a real foreign address while claiming Japanese citizenship should be perfectly legal, registering a false address might be illegal. Of course there is then the question of laws that do not bear penalties, such as the current no-smoking laws.
