I assume you have luggage?
Perhaps take the 9:10pm Limousine Bus to Kasai Station or 9:20pm Limousine Bus to Shin Urayasu Station, then taxi to the hotel.
AFAIK, the routes by train (e.g. via Tennouzu Isle or Tokyo Station) require quite a lot of walking, so not great with luggage.
