I was on the phone with USAA for a different issue and asked about the 2.5% card. The rep said there are plans to bring it back after issues with Visa and American Express are resolved. (Why both? It seems like it would be Visa or American Express.) The rep seemed confident about the intent to bring it back but also seemed to think it would be a while before it happened.
