LAX has a beautiful new CBP facility in TBIT. Every time I've come through it's been very quick. But it's really impossible to predict these things because not only does your wait time depend on what other flights are arriving at the same time, but also (a) how CBP is staffing the booths on the day of your arrival, and (b) how many non-US passport holders are arriving during the relevant period.
