Well as above, you have to ask yourself "what mischief is this policy trying to prevent", or alternatively - "why has this policy been adopted".
It seems pretty clear to me, that it's to stop people from booking longer than needed layovers in the hope of benefiting from STPC. I very much doubt that the current situation i.e. a later departure added after the original booking was made was within the minds of the framers of the policy when they drafted it.
It's not as if the OP would have been aware that QR were going to add another departure, and it's as not if the OP had any notice that QR were going to add a later flight and so had to get a move on with arranging the STPC. All of that should hopefully be apparent to anyone who is not obliged to stick blindly and rigidly to a policy without understanding why that policy exists in the first place.
