But practically speaking, there is no easy way for them to know in a timely fashion when a customer is crossing a threshold. The AQM-counter does not move that quickly. I flew back from GLA on the Thursday (first round trip in Rouge PE, not a fan), then flew to FRA on the holiday Monday. The AQM-counter had not registered my return GLA flights before I flew out to FRA - so the information is not available fast enough for anyone else to take notice.

As an aside, trying to get AQM/AQD/AQS from a diverted flight in May revealed that the Altitude AQD-counter is driven by the Aeroplan AQM/AQS-counters. I could not get AQD recognition for the diverted flight until Aeroplan AQM/AQS bookkeeping was corrected. The problem was that AC was refusing to give Aeroplan approval for the diverted flight, so I was caught between the two.
